Today, the European Council, Commission and Parliament signed the European Declaration on Cycling, marking the official adoption of the first inter-institutional cycling policy at the European level. The conference was yet another milestone in a remarkable run for cycling at the EU level. In 2022, Belgian Deputy Prime Minister and Federal Minister for Transport, Georges Gilkinet, spearheaded a coalition of Member States on a call for a European cycling strategy, a coalition that grew from six countries to sixteen in one year.

The timing is right for the European Commission to designate 2024 as the European Year of Cycling. The European Parliament formally requested the Commission to do this in an unanimously adopted resolution in February. Many European cities are global frontrunners on mobility and transport. A smaller number of cities excel at providing their citizens with cycling infrastructure, but this is one area in which most European cities still need to improve. At ECF, we believe this can be done with a sound implementation of the EU Urban Mobility Framework, released by the European Commission one year ago.
